    SB: $20.10 (100.5 bb)
    BB: $32.39 (162 bb)

    MP: $39.02 (195.1 bb)
    Hero (CO): $20.50 (102.5 bb)
    BTN: $26.19 (131 bb)

Preflop: Hero is CO with Q of clubs A of hearts

    River: ($9.88) 8 of spades (2 players)

    Spoiler:
    Results: $9.88 pot ($0.65 rake)
Final Board: 2 of spades A of spades 5 of diamonds Q of spades 8 of spades

    V: 29/14 389h  4% 3b

    Q1: raise or call flop?

A1:  people usually cbet 1/3 pot 100%. We could raise small and bet turn 1/3 and X/decide. Since V has 4% 3bet he does not have worse Ax but also no 2p+ generally.  And he shouldnt have many FD when the As is there. We can call flop or raise it small to take the pot down now.

    Q2: as palyed donk turn?

A2: definitely donk since V does not have many Flushes in his range, but he can call with KsKx or JsJx or AK. It would be bad if turn goes check check and we giev him free card to draw his spade. Even if it comes and he does not have it, he can just push us out of the pot.

conclusion: if people bet 1/3 in 3b pot either call and donk the turn if it gets drawy or raise and bet small turn.

I fold preflop against such a tight 3-bettor and save myself the trouble OOP with a hand that’s very likely to be dominated.
